Application/registration form for IGF 2023 will be provided by 
United Nations IGF Secretariat perhaps in the "IGF 2023" menu at the 
top page of the IGF website: https://www.intgovforum.org/en

For your information, the form for the IGF 2022 was located at: 
https://www.intgovforum.org/en/content/igf-2022-registration 
although it has been closed.
