昨夜、NRIの3つの個別テーマ(Collaborative)セッションの内のひとつーーArtificial 
Intelligence & Emerging Tech に関して打ち合わせがありました。これは、今のスケジュールではDay 
1の午後15:15 - 16:45(90分間)に予定されているものです。

当日は複数(会場とリモート)のモデレータと数名のエキスパートが参加し、まずエキスパートが短いプレゼンを行い、議論に進む予定です。議論は、(まだ若干の編集がありますが)次のようなことが提案されています。NRIの参加国からエキスパートの提案があれば連絡することを求められています。自薦他薦、もしありましたら私にご連絡いただけると幸いです。宜しくお願いします。

Through multistakeholder exchanges of national and regional IGF 
initiatives, this session will address the following policy questions:

  1. What are the current*regulatory mechanisms *(ethical guidelines,
     legal frameworks, technical standards) governing AI worldwide,
     and how can international collaboration ensure effective and
     ethical AI governance across borders?
  2. What are the *ethical implications *of AI, and how can
     policymakers and stakeholders address concerns related human
     rights and civil liberties such as privacy, bias,
     discriminations, accountability,  transparency in AI systems? We
     can illustrate this on autoregressive language models  and other
     technologies as  quantum computing in use.

a.What are the related implications of AI in the context of large 
language models , and how can policies and guidelines be established 
to mitigate potential risks and maximize benefits?

b.What are the related implications of quantum computing for AI, and 
what policy frameworks need to be in place to ensure secure and 
responsible use of quantum-powered AI systems?

  3. How can the development design, deployment and auditing of AI be
     shaped to prioritize ethical considerations, such as
     transparency, fairness, explainability, trust, accountability
     and human-centric values?
  4. *What role*should research organizations, educational
     institutions, lifelong learning, youth organizations and young
     professionals play in shaping AI regulations and governance?
  5. How can policymakers, technologists, human rights and civil
     liberties advocates and other stakeholders promote international
     cooperation and knowledge sharing to address the technical and
     regulatory interoperability  challenges associated with AI,
     ensuring a balance that drives innovation while safeguarding
     societal well-being?
  6. How the IGF and the *Global Digital Compact* could improve
     technical and regulatory interoperability, ethical, and
     technological challenges associated with AI?
  7. How can Global Digtal Compact be used to promote AI for
     Sustainable Development?
